Bobby: Lands where it's difficult or even unsafe to be a Muslim and where the Shari'a (Islamic law) is not followed.

Who might control the territories refered to by this term? Why would it be unsafe? Can muslims inhabit or visit dar al-harb? Under what conditions?
Among Muslim jurists one big debate has been whether a land that was once dar al-Islam, can ever really revert to dar al-harb. Many argue that it becomes a duty of Muslims to return it to Muslim authority and the application of the shari'a.
